I though you were asking how PK filled it out, but you can use just about any drawing program.
Participate and complete an Event before its deadline-> Wait for Event rewards to be announced-> Get Scroll and evolve.

Do a lot of Tasks-> Save points->Hope Scrolls are offered in the month you happen to have enough points.-> Trade points and evolve.
Missions do not get you Scrolls. You are rewarded with accessory vouchers when you participate in missions.
If you need an item to evolve (ie king's rock or moon stone), it is up to you if you want to implicate that in your story.
